River basin management plan
The SuDS Manual (C753) published by CIRIA in 2015, defines a river basin management plan (RBMP) as: 'A plan that sets out measures to improve water in rivers, lakes, estuaries, coasts and groundwater, within a designated river basin district as a requirement of the Water Framework Directive.’
The National Flood and Coastal Erosion Risk Management Strategy for England, Glossary, published by the Environment Agency in 2020, defines river basin management plans as: ‘Plans, developed by the Environment Agency, which set out how organisations, stakeholders and communities will work together to improve the water environment.’
Spatial development glossary, European Conference of Ministers responsible for Spatial/Regional Planning (CEMAT), Territory and landscape, No 2, published by Council of Europe Publishing in 2007, states: ‘River basin management refers to the management of the water resources in a river basin, comprising the main river, all its tributaries as well as ground water. Water management activities include the prevention of flooding, the control of activities which influence the level and quality of water resources (water extraction, punctual and diffuse pollution) and all measures necessary to maintain the ecological balance related to the hydrologic system of the basin.’
